The US Geological Survey (USGS) intends to award a sole source purchase order, pursuant to FAR 13.501(a) Sole source (including brand name) acquisitions, to Walker Environmental Research (Walker), located in Brunswick, Maine, for the customization of the Spatial Hydro-Ecological Decision Support (SHEDS) system (https://ecosheds.org/). The work includes maintenance and expansion of the SHEDS system. A partial list of requirements is, 1) expansion of existing databases, models, and web applications, and 2) development of new web-based data visualization and modeling tools. The Contractor will be expected to provide all personnel, equipment, tools and materials to perform this work. The period of performance is two years from the date the Contractor receives the purchase order, with eight (8) optional contract line items that, if exercised, will extend the contract three additional years. Walker is the only source reasonably available to fulfill this requirement. This project builds on existing tools and the database in the SHEDS web ecosystem. The work requires use of the existing project, code, and data streams as the core foundation for the new project as these have already been established as the standard and are used regularly by end users. Walker is the primary developer and coder for existing project and has unique capability to conduct the project. It would not be feasible for a different developer to attempt to learn all the details of the database functionality and rebuild the coding and programming at the level required for the project. The cost would exceed available project funds and could not be accomplished within the project timeline. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). All responsible sources may submit a response to this notice by no later than 1:00 PM EDT, 03/30/2022, which shall be considered by the agency. However, this notice of intent is not a request for competitive quotations. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
