The United States Geological Survey intends to award a non-competitive contract in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, for the development of OASIS water modeling application (https://www.hazenandsawyer.com/publications/oasis-modeling-for-water-people/) for Mobile and Perdido River basins, to Hazen and Sawyer D.P.C. (Hazen and Sawyer) located in Denver, Colorado. The work is to be delivered to the Lower Mississippi-Gulf Water Science Center located in Nashville, Tennessee, to be delivered within one year from the date the Contractor receives the purchase order, with two one-year option periods thereafter. Hazen and Sawyer is the only known source for this requirement. OASIS has been used to develop decision-support frameworks for several river basins in the Southeastern parts of United States. Utilizing OASIS for developing a decision-support framework for these river basins will provide a common platform of operation for federal and state resource managers to use for water resources decision making. Hazen and Sawyer own all rights to OASIS. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). All responsible sources may submit a response to this notice by the response due date of this announcement which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals or quotations. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm-fixed price award will be made on or about 12/21/2021. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The US Geological Survey (USGS) has a requirement for Development of OASIS water modeling application for Mobile and Perdido River basins. The Contractor will be expected to provide all personnel, equipment, tools and materials to perform this work. The Government anticipates award of a fixed-price purchase order for this requirement. Issuance of a solicitation will be determined by the results of this request for information. The solicitation and any documents related to this procurement will be available over the Internet. It is the offeror¿s responsibility to monitor this site for the release of the solicitation and amendments (if any). The anticipated North American Industry Classification System (NAICS) code is 541511 Custom Computer Programming Services. The size standard is $30 million.
