The USGS has a requirement to procure the implementation of the Personal Hazard Analysis (PHA) functionality created through the Activity Insight for a web-based platform for the USGS. Currently, Activity Insight with the customized PHA feature has been developed and is in the process of implementation USGS-wide. Activity Insight is a web-based database administered by Watermark Insights, LLC. (Watermark) that allows for customization of data entry fields, data retrieval, and report formats.Watermark provides a web-based database storage platform, Active Insight, to achieve desired functionality in terms of a customized safety tracking and compliance system that includes the ability to dynamically generate individual-based hazard assessments and center-based and bureau-wide compliance reports. The application provides fully customizable and scalable capabilities adaptable to a safety application. Through Watermark, the USGS incorporated the hazard assessments and training reporting process into the Activity Insight application, customizing the application to the data fields and report formats. In the previous contract, the USGS OSHMB, Office of Management Services expanded the application to cover the much wider range of missions and activities bureau-wide. Under the new contract the OSHMB will continue the role of overseeing and managing the safety application of Activity Insight system and implementing it bureau-wide. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Watermark unless it is contacted by any vendor who believes they can provide the same product. Vendors are invited to contact the Contract Specialist, Michael Lepe, via email at mlepe@usgs.gov no later than 12:00 PM EST, Tuesday, 10/12/2021 with an affirmative answer. Sole Source Justification States the Following Part: The use of Activity Insight application for the USGS PHA and training data management and tracking and reporting application was customized and currently in use by the USGS. A change in service provider would cause an interruption in service and require substantial duplication of cost to recreate (if possible) the already customized screens and reporting functions. The current system has been extensively customized to meet our needs in terms of data entry screens and the underlying data schema. Vendors providing Job Hazard Analysis applications or similar business management platforms do not offer the ability to customize specifically to the USGS application criteria, nor allow for the modular functionality to incorporate USGS data fields, data, and report formats currently in use. A large number of PHAs have been developed in the Activity Insight system, which are tailored to individual USGS employees. Transferring the information to another vendor¿s platform would require the same amount of customization of their platform, as well as require us to transfer our existing data set accumulated over a number of years including data from the CRUs to a new platform. This would take considerable effort, thus resulting in increased time and resources spent on working with the vendor to customize their platform to meet USGS application criteria, testing the customized platform, entering data that was previously entered and utilized on the customized Active Insight platform. In addition, changing to another system would be disruptive because users would have to learn a new system, and it may cause a break in service to our users. Activity Insight is a proprietary on-line system of Watermark. All requests for modifications must be made through an internal work request and tracking system. Modifications to the existing system can only be performed by Watermark staff. This application could not be transferred to a new vendor.
