The U.S. Geological Survey intends to award a non-competitive purchase order to Ion Geophysical Corporation, located in Houston, Texas, for two-dimensional (2D) seismic data from onshore areas of Northern Florida and the panhandle. The data is to be delivered to the USGS Energy and Minerals Science Center located in Reston, Virginia. The period of performance will be one year from the date the contractor receives the purchase order. There are no option periods. Pursuant to FAR 13.106-1(b)(1) Ion Geophysical is the only source reasonable available for this requirement because this type of data is not available from other seismic data providers. ION¿s Gulf of Mexico BasinSPAN program is the only onshore-offshore mega-regional seismic program available in the industry. In addition to the reprocessing of individual 2D lines, ION has compiled the required data into a single composite line, substantially reducing the need for USGS personnel to load and interpret multiple separate surveys. Such composite lines are not available from any other seismic vendor. In accordance with FAR 5.207, all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1). In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The U.S. Geological Survey (USGS) Energy and Minerals Science Center has a requirement for two-dimensional (2D) seismic data from onshore areas of the state of Florida, as illustrated in the attached survey maps. The individual Survey lines required are also included in the attachment. A partial list of deliverables includes: -Final Kirchhoff PSDM Stack -Final Kirchhoff PSTM Stack -Final PSDM Depth-Interval Velocity Model -Final PSTM Velocity Model -Final Navigation -A composite line of the northern data set containing interpretations delineating major chrono- and lithostratigraphic boundaries The Government anticipates award of firm fixed-price purchase order. Issuance of a solicitation will be determined by the results of this request for information.
