In accordance with FAR 13.106-1, the United States Geological Survey (USGS), on behalf of Water Mission Area, Observing Systems Division, Hydrologic Networks Branch intends to make a non-competitive, sole source award to The County of Siskiyou in Yreka, California, base period and four option periods. The County of Siskiyou provides a continued need for atmospheric deposition and water-quality sampling station operation services for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN) and USGS Hydrologic Benchmark Network (HBN). The County of Siskiyou is the sole source for this work because their Air Pollution Control District is the only known source qualified with the expertise and monitoring abilities to collect the required information on atmospheric deposition levels in the Yreka, California, area. The County of Siskiyou owns the property on which the sampling equipment is located, including the sample processing and laboratory equipment, located within a county building, and they do not allow third-party vendors to operate this site or have access to the land, site or equipment. This is not a request for a competitive quote. No solicitation document is available, and the Government does not intend to pay for any information received resulting from this notice. All responsible sources that have determined that they can provide the same services may submit information and a capabilities statement that speaks to the service the USGS is seeking in this proposed acquisition. All questions and submissions in response to this notice must be submitted electronically via email to the Contracting Officer, Alexis Pierre-Louis, aepierre-louis@usgs.gov, by 2:00 PM Eastern Time on February 5, 2021. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received. The North American Industry Classification (NAICS) Code is 541380. The size standard is $15 million dollars. The anticipated contract will be firm fixed price.
