The United States Geological Survey intends to award a non-competitive purchase order for a microscope service contract to be delivered to Reston, VA from 12/20/19 to 12/19/20. There are four (4) options. Bruker Optics Inc. for the Bruker Vertex 70 with Hyperion 3000 Maintenance Renewal which includes technical support and software upgrades. Service on these units can only be performed by Bruker Optics Inc. as no other company can provide the proprietary parts needed for maintenance. Bruker Optics Inc. does not offer service training to other groups outside of their company and therefore the only certified technicians work for Bruker Optics Inc. Bruker Optics Inc. also has proprietary knowledge of the systems which will allow them to uniquely diagnose problems and make repairs. Proprietary parts and systems within the unit are absolutely necessary for maintaining the quality of our spectral measurements. Bruker Optics Inc. also provides proprietary software updates to keep the system current and fix known software bugs. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). All responsible sources may submit a bid, proposal, or quotation no later than 12/16/19 which shall be considered by the agency. However, this notice of intent is not a request for competitive quotations. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm-fixed price award will be made on or about 12/19/19.
