The United States Geological Survey intends to award a non-competitive contract in accordance with FAR Subpart 13.1 Procedures, for a portable combination USBL navigation and acoustic modem communications system (The system will be used to track and communicate with a deployed sampling package in water depths of 4000 m or greater. This instrument will provide real-time information about the 3D position of the sampling package which will allow for accurate data collection in complicated seafloor environments while providing information on system health), to be delivered 30 days after award to Turner Falls, MA. There are no options. Picarro, Inc. is the only known source to manufacture model G2210-i-AM1 cavity ring-down spectrometer (CRDS) that is compatible with our USGS owned Discrete Sample Analysis Module (DSAM). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.105(a). All responsible sources may submit a bid, proposal, or quotation no later than 9/3/2019 which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm-fixed price award will be made on or about 9/5/2019. The U.S. Geological Survey Woods Hole Coastal & Marine has a requirement for requires a field deployable analyzer capable of simultaneous analysis of methane concentrations, ethane concentrations, carbon dioxide concentrations, water vapor concentration and methane stable carbon isotope ratios (iCH4) within specific ranges. This equipment needs to interface with our existing USGS owned Discrete Sample Analysis Module (DSAM). The analyzer meeting the required performance characteristics is a model G2210-i-AM1 cavity ring-down spectrometer (CRDS) manufactured by Picarro, Inc. in Santa Clara CA. The G2210-i-AM1 CRDS interfaces with our existing USGS owned Discrete Sample Analysis Module (DSAM). The required gas analyzer must exhibit the salient characteristics on the attach document. All interested firms shall submit a response demonstrating their capabilities to provide the requested equipment to the primary contact below. Firms responding should indicate whether their socioeconomic status (e.g. small business, service disabled veteran, woman/women owned, HUBZone, etc.). The Government's evaluation of the capabilities of respondents will factor into whether the forthcoming solicitation will be conducted using full and open competition or as a set-aside for small businesses or small business designation.
