TITLE: Analysis of Privacy-Protected Chesapeake Bay Conservation Data USGS requires contractor services.to: acquire privacy-protected conservation practice data from the United States Department of Agriculture Natural Resources Conservation Service (USDA-NRCS) and Farm Service Agency (USDA- FSA); process and aggregate conservation practice data to protect producer privacy; provide the aggregated data to Chesapeake Bay watershed jurisdictions in support of their annual reporting needs; and to provide expert insights to the USGS on use of the privacy-protected data for research. Because it is the best interests of the U.S. Geological Survey for its personnel to become proficient in the procurement and aggregation of these data, the contractor will over the course of all years of the contract train qualified USGS scientists on methods used by the contractor to process the data. This is a fixed price contract with labor hours for training and support. The estimated project period of performance is date of award to 12/31/2022. Quote submissions are due on or before 08/23/2019. Refer to Section E.3. for Instructions to Offerors for the Submission of Quotes. The award will be made to the offer that provides the best value to the Government, considering price, past performance and technical approach/capability. Refer to Section E.5., for Evaluation Factors. This solicitation is a Small Business Set-Aside; NAICS Code 541620, Size Standard $15 million.
