**This is a modification to previous solicitation. Changes include frequency of service from twice to three times per week. Please review updated SOW for details.** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Since contractor submissions are simply quotes under FAR Subpart 12.6, the Government is not obligated to determine a competitive range, conduct discussions with all quoters, solicit final revised quotes, and use other techniques associate with FAR part 15. The contracting techniques associated with FAR Part 15 do not apply. Introduction U.S. Fish and Wildlife Service (FWS) ST Marks National Wildlife Refuge (NWR) St Marks, FL has a requirement for janitorial services for Base and 4 Option years. The anticipated period of performance for the Base is from May 1st, 2023 to April 31, 2024. Please see Statement of Work (SOW) for more details. Evaluation Criteria and Quote Submittal Instructions The Contractor shall provide all personnel, equipment, tools, supervision, and transportation necessary to meet all requirements specified in this SOW. Selection will be based on technical capability, past performance of services and price. This Request for Quotation (RFQ) is open market and is conducted under procedures of FAR Part 12 and 13, incorporating provisions and clauses in effect through Federal Circular 2023-02. The NAICS 561720, and the Small Business Size Standard of $19.5 in million dollars. All responsible business sources might submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The provision at FAR 52.212-2 Evaluation- Commercial Items applies to this acquisition. The government will award a contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation will be most advantageous to the government, price, and other factors considered. The Government intent is to evaluate the submitted quotes against the criteria set forth below and then make award on Best Value. The vendor that submits quote meeting the technical acceptable requirements (design, quality of product, past performance, and meeting delivery timelines will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1. Please submit your quotation (showing unit and total price) on company letterhead or the enclosed SF- 1449 form with EIN No., and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number. Refer to FAR provision 52.212-1 Instructions to Offerors ¿ Commercial Items for additional submission guidance and include a copy of FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items with applicable sections completed.
