CA-HUMBOLDT BAY NWR- Sole Source for Gravel, Road Repairs, and Trucking Due to a catastrophic levee failure at the Wadulh Lagoon Restoration Site, tidal flooding threatened roads near the Lanphere Dunes Unit at Humboldt Bay. Immediate action was required to raise roadbeds above tidal level to prevent further flooding, loss of access, and property damage. The situation posed an imminent threat to public safety and critical infrastructure. The selected contractor was the only source able to mobilize immediately and deliver the required gravel and hauling services under these urgent and compelling circumstances.
