This is a sole source contract for gravel, road repairs, and trucking services to address a catastrophic levee failure and tidal flooding at the Humboldt Bay National Wildlife Refuge in California. The work was required to raise roadbeds immediately to prevent further flooding, loss of access, and property damage, as the situation posed an imminent public safety threat. The contractor was selected because they were the only source able to mobilize and deliver the required services under these urgent circumstances.
