A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, SAP West Team 1 intends to issue a sole source, firm-fixed price order to: COMPANY: Perkin Elmer, UEI: G2TETZJTELL4 FOR : $39,705.00 ON: 09/13/2023 NAICS: 811210 Electronic and Precision Equipment Repair & Maintenance AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: PerkinElmer has proprietary rights to the Janus and Victor systems and is therefore the only source that is qualified to provide technical support of the instruments and supply the parts needed for continued support of these systems. PerkinElmer factory trains their engineers and do not train any outside sources on their equipment. Perkin Elmer does not distribute non-consumable parts or service to 3rd parties making it impossible for any other source to perform repairs and maintenance for continued support of this system. Consumable parts include syringes, valves, tips, etc. which are part of the general day to day operation of the instrument and user changeable. Non-consumable parts include pumps, circuit boards, etc. Due to this information no other sources exist that can supply and perform the needed service maintenance and repairs.
