The U.S. Fish and Wildlife Service is soliciting quotes to complete the fabrication and installation of exterior interpretive exhibits and visitor amenities at Pahranagat National Wildlife Refuge located in Alamo Nevada (Lincoln County). The proposed period of performance is one year from issuance of notice to proceed. Procurement is being solicited as a Small Business Set-Aside, The NAICS code is 339999 with a size standard of $8.0 million or less annually when averaged over a three year period. The work to be performed will be as defined in associated Statement of Work and will be provided in full detail when the solicitation is issued. A Firm Fixed Price award is contemplated from this solicitation with an award to the responsive/responsible bidder using the trade-off process with evaluation factors to be defined in the solicitation in determining the best qualified firm. A project summary narrative of this work is as follows: Project Summary: GENERAL: This is a fabrication and Installation contract for exterior interpretive exhibits and visitor facilities and amenities (e.g., benches, kiosks, and similar) for the 7,720-foot Black Canyon trail at Pahranagat National Wildlife Refuge. Surrounded by Nevada desert, the Pahranagat National Wildlife Refuge (PNWR or the Refuge) in Lincoln County, Nevada. The Black Canyon Trail interpretive elements are 90% completed and this contract will provide the completion to items yet to be installed, repair broken items, fabricate and install missing items, and complete ABA trail grading to compliance standards. The Black Canyon Trail was constructed in spring 2018 and provides hiking and viewing access to an area of the PNWR rich in archeological resources, particularly rock writing (petroglyphs and pictographs). 1.0 Description/Introduction: The Contractor must demonstrate extensive knowledge, ability, and skill in interpretive exhibit fabrication and installation. Contractor must have knowledge of ABA and ADA standards and all other relevant state and federal accessibility laws and regulations. Furthermore, contractor must have extensive experience applying this knowledge in construction and exhibit design. Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform duties outlined in this Scope of Work and as defined in this Performance Work Statement except for those items specified as government furnished property and services. 1.1 Background: The Refuge has been working on the Black Canyon Trail project since 2017. The trail portion was completed in 2018. In 2017, PNWR contracted the design, fabrication, and installation of the outdoor amenities using PNWR¿s Interpretive and Public Use Site Plan. The original contract was not completed. To allow the Refuge to open this highly anticipated trail for public use, PNWR developed this SOW using existing design documents and past contractual elements to complete the work that remains on the trail, exterior interpretive exhibits, and visitor amenities, which were developed in close cooperation with the Nuwu (Southern Paiute). 1.2 Objectives: The Contractor will be responsible for fabricating and installing the missing items, repairing, or replacing existing damaged items, and re-grading the trail system to meet ABA standards for the 7,720-foot Black Canyon trail at Pahranagat National Wildlife Refuge. This includes outdoor interpretive panels, benches, trailhead, tactile elements, pedestrian exclusions, visual interpretive elements, signs, iron ranger, etc. After completion, the visitor amenities and outdoor exhibits shall enhance the visitor experience of this area, create meaningful connections to the resource, and provide for resource protection. This project will use existing design plans that were completed from the ¿Interpretive and Public Use site Plan for Black Canyon Archeological District,¿ which were both completed through separate contracts. 1.3 Scope: The scope of this contract includes the fabrication, construction, and installation of the following visitor facilities as specified by the final design document: 1.3.1 Trailhead layout and visitor amenities including access pathways from parking area. Trailhead features include completing and cleaning existing interpretative and information kiosk, tactile elements, moving and repositioning visual interpretive elements, redesign and repair seating, pedestrian trail counter, and a brochure holder/visitor log/donation box feature. 1.3.2 Repair and regrade approximately 400-600 feet of trail system to meet ABA standards for running and cross slope and any damaged section of trail as a result for construction activity. 1.3.3 Update and repairs to two viewing areas that include redesign for seating, securing interpretive panels, completing decorative visitor containment features, and replacing damaged signage. 1.3.4 Five rest stops that include replacing or repairing seating and moving or repairing decorative visitor containment features. 1.3.5 Completing the decorative mile markers (approximately every .25 miles) and checking trail for accuracy. Repairing previously installed marker damage. 1.3.6 Fabrication, construction, repairs/replacement, and installation of all interpretive, informational, and regulatory exhibits and signage and their pedestals or other mounting systems that were not completed and or show existing damage. 1.3.7 Two removable/lockable interpretive panels/regulatory sign repair and lockable components. 1.3.8 Other signage: Approximately 4 ¿stay on designated trail¿ signs along trail. 1.3.9 Contractor shall refabricate the sculptural, decorative, and interactive interpretive elements into interpretive exhibits and the pedestals/mounting systems that are missing or damaged from the existing designs. These elements shall be durable, easy to maintain and replace, and appropriate for extreme environmental conditions including extreme heat, freeze/thaw, and strong winds. 1.3.10 Repair and/or fabricate and/or clean the decorative interpretive elements for two short pedestrian bridges, a gateway element and decorative concrete/paving work at trailhead, and additional interpretation panel at Falcon rest stop. 1.3.11 Fabrication of all interpretive panels in iZone or similar high pressure laminate material. Panel material should be resistant to UV, alkali soils, high heat and temperature extremes, graffiti, and vandalism. Panels will be contour cut. 1.3.12 Full installation and construction of visitor facilities and interpretive exhibits. 1.3.13 Full one-year warranty for all work and materials. 1.3.14 All costs associated with installation and construction including equipment rental and travel costs. 1.3.15 One (1) set of replacement parts for interpretative panels, any exhibit interactive or 3D elements, and similar components that may have a wear life of less than 10 years. 1.4 Period of Performance: February 1, 2023, to January 31, 2024. 1.5 General Information 1.5.1 Quality Control: The contractor shall ensure services are performed in accordance with this Statement of Work. The contractor shall develop and implement procedures to identify and prevent recurrence of service/component defects within 10 years. The contractor¿s quality control program is how the vendor assures work complies with the requirements of the contract. 1.5.2 Quality Assurance: The government shall evaluate the contractor¿s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.5.3 Recognized Holidays: New Year¿s Day Independence Day Martin Luther King Jr¿s Birthday Labor Day President¿s Day Columbus Day Memorial Day Veteran¿s Day Juneteenth Thanksgiving Day Christmas Day 1.5.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:00 am - 5:00 pm, Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must, always, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential to successful and timely completion. 1.6.5 Place of Performance: The work to be performed under this contract will be performed at Pahranagat National Wildlife Refuge (Mile Post 32, Highway 93, Alamo NV 89001). 1.6.6 Type of Contract: The government will award a Firm Fixed Price Contract. 1.6.7 Security Requirements: The security requirements are in accordance with the attached DD254. 1.6.7.1 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. The contractor may not reproduce building keys and may not release USFWS building keys to non-employees. At the close of each work period, government facilities, equipment, and materials shall be secured. 1.6.7.3 Key Control: Not applicable 1.6.7.3 Lock Combinations: Not applicable 1.6.8 Special Qualifications: The contractor is responsible to ensure that accessibility evaluations address and conform to the standards and guidelines outlined in the Architectural Barriers Act Accessibility Standards from July 23, 2004, the Rehabilitation Act of 1973 including Section 504 and 508, the United States Access Board¿s Outdoor Developed Areas Standards of 2014, and the Americans with Disabilities Act of 1990 (42 U.S.C. 126). 1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.6.10 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including government drawings, designs, specifications: monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price and estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. 1.6.11 Key Personnel: The follow personnel are considered key personnel by the government: Primary Contact: Rob Vinson, Refuge Manager, Pahranagat NWR HWY 93 Mile Post 32, Alamo, NV 89001 775-725-3417 ext. 102 james_vinson@fws.gov The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate, who shall act for the contractor when the Contract Manager is absent, shall be designated in writing to the Contracting Officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Contract Manager or alternate shall be available between 9:00 am ¿ 4:30 pm Monday thru Friday except federal holidays or when the government facility is closed for administrative reasons. 1.6.12 Identification of Contractor Employees: Contractor will be required to hang authorization hangtags in the rearview mirrors of their non-government vehicles to identify the vehicle as having access to non-public locations on the refuge. The Refuge Manager will issue the hangtags to the contractor during the contract kickoff meeting. 1.6.13 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor¿s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
