Pursuant to the Federal Acquisition Regulation (FAR) 12.603(a) and 13.106, the Contracting Officer is issuing a combined synopsis/solicitation for the design, fabrication, delivery and/or installation of interpretive/informational panels and structures. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 140FC123R0013 is being issued as an RFP. The solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 2024-02, effective December 22, 2023. This is an 100% Total Small Business Set-Aside solicitation with an associated NAICS code of 339950. The small business size standard is 500 employees. This solicitation is for a Firm Fixed Price contract. DESCRIPTION: The US Fish and Wildlife Service, Rocky Flats National Wildlife Refuge (NWR) has a requirement for 5 interpretive panels and 5 support structures, in accordance with the attached statement of work. Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Potential offerors shall read and comply with all terms and conditions. Responses to this RFP will be evaluated by Best Value determination in accordance with FAR 13.106-2. Award will be made to the offeror whose proposal, conforming to the solicitation, will be the best value to the Government. Proposals will be evaluated based on: Technical Capability, Price, and other factors considered, in accordance with FAR 52.212-2, Evaluation-Commercial Items. The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
