The evaluation uses three factors. Technical acceptability is pass/fail based on compliance with all solicitation requirements. Past performance is pass/fail, requiring satisfactory performance on similar contracts and no terminations for cause or default in the past three years. Price will be assessed for reasonableness. Award goes to the lowest-priced offeror that is both technically acceptable and has acceptable past performance.
