The evaluation uses three factors: technical acceptability (pass/fail), past performance (pass/fail), and price (reasonableness). Technical acceptability requires meeting all mandatory solicitation requirements. Past performance is acceptable if the offeror shows satisfactory performance on similar contracts with no terminations for cause or default in the last three years. Price will be evaluated for reasonableness. Award goes to the lowest-priced offeror whose technical and past performance are both acceptable.
