The evaluation will use three factors: technical acceptability (pass/fail), past performance (pass/fail), and price reasonableness. Technical acceptability requires compliance with all solicitation requirements. Past performance is acceptable if the offeror shows satisfactory performance on similar contracts with no terminations for cause or default in the last three years. Price will be evaluated for reasonableness. Award goes to the lowest-priced offeror that passes both technical and past performance evaluations.
