The evaluation uses three factors: technical acceptability (pass/fail), past performance (pass/fail), and price. Technical acceptability requires meeting all mandatory requirements in the solicitation. Past performance is deemed acceptable if the offeror shows satisfactory performance on similar contracts with no terminations for cause or default in the past three years. Price will be evaluated for reasonableness. Award will be made to the lowest-priced offeror whose technical acceptability and past performance are both acceptable.
