The evaluation uses three factors: technical acceptability (pass/fail), past performance (pass/fail), and price. Technical acceptability requires the quote to meet all mandatory solicitation requirements. Past performance is considered acceptable if the offeror shows satisfactory performance on similar contracts and has no terminations for cause or default within the past three years. Price will be evaluated for reasonableness. Award will go to the lowest-priced offeror whose quote is technically acceptable and whose past performance is acceptable.
