Fuels reduction work at Bear Valley National Wildlife Refuge, Oregon, includes hand thinning and piling mixed-conifer and brush, juniper seedling/sapling lop and scatter, and juniper removal. Contractors must submit a statement of understanding and completed quote sheet. Work is restricted by wildlife Limited Operating Periods: no treatment within half a mile of an active bald eagle nest from January 1 to August 15, and no treatment in mule deer/elk calving and fawning areas from May 15 to July 15. The contractor's responsibility ends once piles are constructed and covered; the government will burn them. Treatment unit boundaries are not marked on the ground, the government will provide geo-referenced maps, and the contractor must haul water from an off-site location.
