This is a non-personnel services contract to restore native subtropical thornscrub in the Rio Grande Valley (RGV) of South Texas, USA. Thornscrub restoration will help mitigate the loss of previously existing thornscrub forest that was cleared in accordance with recent border wall construction activities. Contracted work will also focus on developing, implementing and accomplishing value-added ecosystem restoration research needs, restoration capacity (i.e., expanded production of nursery seedlings), production of technical guidance for land managers, supporting community awareness of the environment, and addressing social and environmental justice issues within the RGV. This contract work occurs in close collaboration with the United States Fish and Wildlife Service (USFWS) and Customs and Border Patrol (CBP). PROPOSAL PERIOD: The solicitation is scheduled to be released on or around 27 April 2023. The proposals will be due 30 days after the issuance of the solicitation. The anticipated award date is 15 June 2023. PROPOSAL PROCEDURES: The acquisition will be issued as a full and open, Request for Proposal through SAM.gov. Award shall be made to the responsible Offeror whose proposal is determined to be the most advantageous to the Government, with appropriate consideration given to the all evaluation factors. The Government will issue the solicitation via SAM.gov. Proposals will be received in electronic copies only. All responsible sources may submit a proposal that will be considered by this agency.
