Synopsis: PROJECT INFORMATION: The U.S. Fish & Wildlife Service anticipates issuing a solicitation for a construction contract in the forthcoming months. The project location is Crab Orchard Dam, located on Government land in the Crab Orchard National Wildlife Refuge, Williamson County, Illinois. An Assessment of Concrete Deficiencies for Crab Orchard Dam was conducted in January 2014. The inspection at Crab Orchard Dam included the service spillway, outlet works structure, and the downstream spillway training walls. Construction Plans and Technical Specifications for the concrete repairs for Crab Orchard Dam were prepared in April 2018. The project shall include the repair of the concrete service spillway, outlet works structure, and downstream spillway training walls. It is anticipated that a temporary coffer dam will be constructed by the contractor and necessary for completion of the concrete ogee service spillway repair. The temporary coffer dam shall be removed by the contractor as part of this scope. The primary NAICS for this acquisition will be 237990, with a small business size standard of $39.5 million. PROPOSAL PERIOD: The request for proposal is scheduled for release on or about 9 December 2019. The proposals will be due on or about 16 Mar 2020. The anticipated award date is on or around 15 May 2020 . PROPOSAL PROCEDURES: The acquisition will be issued as a Full and Open, Unrestricted, Request for Proposal (RFP) through FedBizOpps. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. The magnitude of the project is between $1,000,000 and $5,000,000. A Performance Bond and a Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors included in the solicitation. This is an electronically issued acquisition. The Government will issue the RFP via FedBizOpps. Faxed proposals will not be accepted.
