A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2020-08, effective August 13, 2020. This requirement is set aside for small businesses. The U.S. Fish and Wildlife Service is requesting quotes to purchase two Collapsible Polar Bear Traps with the following specifications: Title: Fabrication and delivery of two aluminum, collapsible culvert traps for polar bears. Delivery: April 30, 2021 Background: The U.S. Fish and Wildlife Service, in conjunction with the U.S. Geological Survey (USGS) is currently working to expand its polar bear research program to land based captures in the southern Beaufort Sea in summer and fall. A summer capture and tagging effort, using satellite tags will provide an opportunity to collect information needed to address data gaps in habitat use and denning in the 1002 Area. Data collected through this work will provide stand-alone information on patterns of den distribution and potential denning behavior needed to enable a proactive approach to mitigate the potential for disturbance, and support ongoing collaborative efforts to characterize the population-level impact of industrial activities on southern Beaufort Sea bears. Because this study will target individuals using the landscape, we need a culvert trap that can be broken down into smaller, lighter pieces and transported throughout remote areas in the Arctic. Standard culvert traps are big and bulky and can weigh up to 500 lbs. They will not fit into small airplanes and therefore will not work for this particular project. Goal/Objective To fabricate two aluminum culvert bear traps made of six individual segments and delivered to Anchorage, Alaska by April 30, 2021. Tasks: To fabricate two high grade aluminum culvert traps made of six individual segments plus the two ends that can be used to capture large polar weighing up to 1300lbs. The entire trap should be fastened together with cam-locks. All cam-locks and fasteners should be huck-riveted. No loose bolts or nuts should be used in its construction or assembly. Assembly hardware should be permanently attached to the larger components with huck-riveted construction. The six individual segments should be approximately 5 feet long by 48 inches wide. The entry door should be framed 54 inches square. The entry door¿s frame should fold down flat to the dismantled trap. One window opening of ½¿ stainless steel mesh with a darting port should be built into each end and two built into each side. The total weight should be approximately 400 lbs. The tube diameter should be approximately 48 inches by 10 feet long. The entire dismantled trap should be capable of being transported in a 16¿ rubber raft or boat in one trip. The culvert trap should have a safety drop mechanism that will automatically stop the door upon any hint of contact with an object to prevent a cub from being struck or injured by the dropping door if the mother has already tripped the bronze trigger mechanism. A braking mechanism on the door should stop the door instantly mid fall if the door contacts anything during its downward travel. The door¿s locking mechanism should be created with a self-release mechanism so that it continues to close as soon as the obstruction clears the doorway. The safety door should be constructed from a professionally engineered design. Traps with the design described above must have been field proven for capturing black, brown, Malayan sun bears, or polar bears in the wild. The vendor needs to verify the use of their traps and designs for capturing black, Malayan sun bears, brown, or polar bears for research purposes; this includes citations of their trap design for use in studies published in scientific, peer-reviewed journals. At least 3 citations of the vendor¿s traps should be provided. **Note that contract award needs to be based on verification of the past experience of the vendor in developing culvert traps that have been used successfully on bears and verification of the vendors ability to build traps that meet all of the above specifications. Deliverables: a) Two aluminum culvert traps with the above specifications. b) The vendor must provide detailed photos of the safety door, the trigger assembly, the A-frame, the side windows with darting ports, the assembly hardware, and a complete, assembled trap upon acceptance of the bid. Additional information is provided on the attached SF1449. Must provide sufficient data to determine technical acceptability.
