This posting will be referred to under Request for Quotation (RFQ) Number 140F0720Q0028. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2020-07, effective August 03, 2020. This requirement is full and open completion. The North American Industrial Classification System (NAICS) number is 324110, Petroleum Refineries and the business size standard is 1,500 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting quotes to purchase bulk fuel per the below: Title: Selawik National Wildlife Refuge delivery requirement for heating fuel and aviation gasoline. Background: Kotzebue is a remote location in northwest Alaska and has no road access. The U.S. Fish and Wildlife Service in Kotzebue needs to establish a purchase order to deliver heating fuel and aviation gas to tanks described in this document. POC will be provided upon contract award. Requirements: All fuel provided under the resultant purchase order will be delivered and pumped into multiple bulk tanks at USFWS owned properties, Selawik National Wildlife Refuge, Kotzebue, Alaska. Vendor shall submit quote at price per gallon for each type of fuel required. Pricing shall be market pricing on day of delivery and shall be no higher than the lowest price charged to any of the vendor¿s customers on the day of delivery. Pricing to be determined on day of delivery by standard industry practice based on most recent delivered cost to the vendor and the Oil Price Information Service (OPIS) index. If market conditions indicate delivered pricing will exceed those amounts vendor must contact the contracting officer to negotiate revised ceiling. Period of performance: This contract shall be for a period of one year with an anticipated start date of 9/15/2020. Work required: 1) Autofill heating oil tanks on a monthly basis at the following Kotzebue locations: ¿ 1) Selawik NWR Main Office 160 2nd Avenue (1,000 gallon tank) ¿ 2) USFWS Residence #480 7th Avenue (510 gallon tank) ¿ 3) USFWS Residence #481 7th Avenue (510 gallon tank) ¿ 4) USFWS Residence #482 7th Avenue (500 gallon tank) ¿ 5) USFWS Hangar at South Airport (1,000 gallon tank) 2) Respond to requests for delivery of Av Gas by station POCs. Av Gas tank (2,000 gallons) is located on the east side of the ramp in front of the USFWS hangar at South Airport. Tanks shall be filled when possible during normal business hours: Mon-Friday, 8am to 5pm excluding holidays. Occasionally tanks may need to be filled after hours and or on weekends. Vendor shall supply a copy of each fill ticket documenting amount of fuel, price per gallon, and location of tank to location¿s point-of-contact. The basis for award is Best Value to the government.
