U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0007. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #2020-01, effective October 12, 2019. This requirement is full and open competition. The North American Industrial Classification System (NAICS) number is 541620, Environmental Consulting Services and the business size standard is 15 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting quotes to conduct a Migratory Bird Harvest Subsistence Survey in the Bering Strait-Norton Sound in the Alaskan communities of Diomede, Elim, Nome (parcels 3 and 6 of 7), Unalakleet (Parcel 2 of 2) and Wales, per attached performance work statement. Successful bidders on this contract must show they possess the knowledge (regional expertise or local traditional ecological knowledge) and abilities to conduct Alaska migratory bird subsistence harvest surveys by providing information on the ability (training, education, and experience) and resources (administrative and logistical) they possess to conduct the work. Languages spoken in this region include English, Inupiat, and Siberian Yupik. Delivery: Please see attached performance work statement. The period of performance for this contract begins: Upon Award through 31 March, 2020 Timetable for completion of 2019 data collection. Activities and Deliverables Due Date Obtain village consent. Provide copies of tribal resolutions to ADF&G. 15 February, 2020 Select and hire surveyors and arrange travel for in-person training. 15 February, 2020 Training (ADF&G provides training and village packages) 15 February, 2020 Conduct household visits and complete surveys. 15 March, 2020 Surveyors send completed surveys to Field Coordinator for review. Field Coordinator works with surveyors to solve problems (if any). Surveyor payment. 15 March, 2020 Field Coordinator send reviewed/corrected surveys to ADF&G Anchorage. 31 March, 2020 The basis for award is Best Value to the government.
