This opportunity is only available to Small Businesses. The U.S. Fish & Wildlife Service, Columbia-Pacific Northwest Region 9, has a requirement for construction services for a contractor to provide two (2) new residential housing units at Makah National Fish Hatchery, Neah Bay, WA (Clallam County). The ranch style homes shall be modular (garage may be traditional ¿site built/stick built¿) construction. Each residence shall provide a maximum of 2200 SF, if all options are exercised. Contractor shall comply with Tribal Employment Rights Office (TERO) for the Makah Tribe for work supporting this project. This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. This will be a Firm Fixed Priced Contract and Award will be based on Best Value. The complete Solicitation will be posted to https://beta.sam.gov/ under Contract Opportunities and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about June 17, 2020. Interested contractors must be registered in SAM (System for Award Management, www.sam.gov) and complete Online Representations and Certifications. A pre-proposal site visit and instructions will be announced with the solicitation. The NAICS code is 236220 ¿ Commercial and Institutional Building Construction and the size standard is $39.5 million. The project magnitude is between $250,000 and $500,000 for each housing unit. Overall project magnitude for both housing units is between $500,000 and $1,000,000. The work will commence within 15 days of Notice to Proceed and be completed within 365 days. The purpose of this notice is to obtain information from businesses that would be interested and capable of the types of services/construction noted below. The United States Fish and Wildlife Service (USFWS) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy. The USFWS anticipates soliciting and awarding (1) one Firm-Fixed Priced contract to provide construction services on a performance based construction requirement for a contractor to provide up to two (2) new residential housing units. at Makah National Fish Hatchery. The ranch style homes shall be manufacturers¿ standard floor plans. Work shall include all required site development and associated earthwork, connection of all utilities, and the placement and construction of a modular residence. A draft Statement of Work and drawings are attached as a separate document. The North American Industry Classification System (NAICS) code will be 236220 Commercial and Institutional Building Construction. The small business size standard is $39.5 Million.
