The magnitude of this project is between $500,000 and $1,000,000. The NAICS code for this acquisition is 237130 and the small business size standard is $39.5 Million. The basis of award will be the best value to the Government utilizing the Tradeoff process in accordance with FAR 15.101. Two-Phase Design-Build Procedures of FAR 36.3 will be used. The technical evaluation factors for Phase I are Past Experience and Past Performance. The technical evaluation factor for the second phase is Technical Approach. The Phase I proposal due date is 04/06/2022 at 11:00 AM Pacific Time. Phase I proposals shall not contain pricing information (see attachments for details). Following evaluation of Phase I, not more than five selected contractors will be invited to submit Phase II proposals. The performance period for this contract is expected to be 365 days. This acquisition is a TOTAL SMALL BUSINESS SET ASIDE. All responsible small business sources may submit a proposal which shall be considered by the agency. The USFWS anticipates soliciting and awarding (1) one Firm-Fixed price design-build construction contract for design and construction of onsite photovoltaic systems at San Luis National Wildlife Refuge Complex near Los Banos, CA. The work is expected to include design and construction as well as options for ongoing operation and maintenance services. The North American Industry Classification System (NAICS) code will be 237130 Power and Communication Line and Related Structures Construction. The small business size standard is $39.5 Million. All business categories are invited to respond. (1) Company name, address, point of contact, telephone number, and email address. (2) DUNS Number.
