The U.S. Fish & Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Construction / A&E Operations based at 911 NE 11th Ave. Portland, OR 97232 intends to issue a Request for Proposal for one firm fixed price construction contract to Restore Cold Spring and create connectivity to the Carson Slough through channel modification to promote Ash Meadows Speckled Dace Habitat and Distribution at Ash Meadows National Wildlife Refuge, Nevada. The magnitude of this project is between $250,000 and $500,000. The NAICS code for this acquisition is 237990 and the small business size standard is $39.5 Million. The basis of award will be the best value to the Government utilizing Lowest Price Technically Acceptable process in accordance with FAR 15.101. The technical evaluation factors for are expected to be Licensed Ecological Engineer and/or Civil Engineer, Hydraulic Modeling Experience, Site Assessment Experience, Construction in Threatened and Endangered Species Habitat Experience and Permitting and Compliance Experience. The solicitation is anticipated to be issued on or around 07/09/2021, with a proposal due date approximately 30 days after. Award is expected to be made around 09/01/2021. The performance period for this contract is expected to be 26 weeks after issuance of the Notice to Proceed. This acquisition is set aside to small businesses only. All responsible sources may submit a proposal, which shall be considered by the agency. To be considered for award, interested contractors must be registered in the System for Award Management (https://www.sam.gov).
