The U.S. Fish & Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Construction / A&E Operations based at 911 NE 11th Ave. Portland, OR 97232 intends to issue a Request for Proposal for one firm fixed price construction contract to construct a predator exclusion fence and follow on eradication of predators located at Kilauea Point National Wildlife Refuge on the Island of Kaua¿I, Hawaii. The magnitude of this project is between $1,000,000 and $5,000,000. The NAICS code for this acquisition is 238990 and the small business size standard is $16.5 Million. The basis of award will be the best value to the Government utilizing Lowest Price Technically Acceptable process in accordance with FAR 15.101. The technical evaluation factors for are expected to be Recent, Relevant Experience, Pre Award Submittal for Predator Proof Fence and Feral Cat Eradication, and Past Performance. The solicitation is anticipated to be issued on or around 07/23/2021, with a proposal due date approximately 30 days after. Award is expected to be made around 09/01/2021. The performance period for this contract is expected to be two years from Notice to Proceed. This acquisition is not set aside and is full and open to all business sizes and socio economic groups. All responsible sources may submit a proposal, which shall be considered by the agency.
