The U.S. Fish and Wildlife Service, Crab Orchard National Fish and Wildlife Refuge, Marion, IL, has a requirement for an Internet Service Provider to provide upgraded internet service connectivity via fiber optic cabling at three building locations (Crab Orchard NWR Administration Office, Visitor Center, and the Maintenance Shop). The period of performance for these services will be a base period of 12 months and the possibility of four option year periods to be exercised at the Government¿s discretion. The Government intends to negotiate on a non-competitive basis with Delta Communications, LLC (dba Clearwave), in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), only one source reasonably available. Delta Communications, Inc. is the only carrier to have the infrastructure (fiber optic cabling) to USFWS locations at the Crab Orchard National Fish and Wildlife Refuge, Marion, IL.
