The U.S. Fish and Wildlife Service, Joint Administration Operations, Construction and AE Operations is issuing a Request for Proposal (RFP) for Construction of a new multi-purpose building approximately 3500SF at Berkshire National Fish Hatchery, New Marlborough, Massachusetts. This action is being solicited as a Full and Open Competition with all Business sizes. The primary NAICS code is 236220 Commercial and Institutional Building Construction, with a size standard of $39.50 million. This requirement is being procured in accordance with FAR Part 36 ¿Construction¿ and FAR Part 15, ¿Contracting by Negotiation¿. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects (c) Between $500,000.00 and $1,000,000.00 Phase I and Phase II of the project will be advertised. This work involves providing all labor, equipment, supplies, and construct as necessary to complete work as defined in the Specifications and Drawings that will be provided when the solicitation is issued. Details are not limited to a hatchery area, visitor center and administrative offices and all site improvements and utility upgrades. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on criteria 1) Key Personnel 2) Past Performance 3)Technical Approach and 4) Price Proposal (Schedule B). Solicitation package number 140F0221R0021 will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the https://beta.sam.gov on or about June 9th, 2021. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer through (www.IPP.gov) using the data within the SAM registration database. Firms are encouraged to attend a Pre-proposal site visit currently scheduled for two different dates starting at 1000AM Eastern Time, June 11th and June 18th 2021.
