The U.S. Fish and Wildlife Service, Division of Acquisition, Construction and AE Operations is issuing a Request for Proposal (RFP) for Construction of a new multi-purpose facility approximately 7500SF at Bombay Hook National Wildlife Refuge, Smyrna, Delaware. This action is being solicited as a Full and Open Competition with all Business sizes. The primary NAICS code is 236220 Commercial and Institutional Building Construction, with a size standard of $39.50 million. This requirement is being procured in accordance with FAR Part 36 ¿Construction¿ and FAR Part 15, ¿Contracting by Negotiation¿. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects (c) Between $1,000,000.00 and $5,000,000.00 Phase I and Phase II of the project will be advertised. This work involves providing all labor, equipment, supplies, and construct as necessary to complete work as defined in the Specifications and Drawings that will be provided when the solicitation is issued. Details are not limited to Parking Area, Visitor Center, Administrative offices and all site improvements and utility upgrades. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on criteria 1) Key Personnel 2) Past Performance 3)Technical Approach and 4) Price Proposal (Schedule B). Solicitation package number 140F0221R0018 will include the Solicitation Forms (SF1442), Statement of Work/Specifications, Drawings and other attachments as required.
