The solicitation number is 140F0219Q0086 and is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. This acquisition is a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 332323 Ornamental and Architectural Metal Work Manufacturing with a small business size standard of 500 Employees. Description: The Sequoyah National Wildlife Refuge has a requirement to replace an aging cantilever entrance gate. See attachments for statement of work, wage determination, pricing schedule, and past performance questionnaire. Line Item 000010: Delivery and Installation of new gate as described in the attached statement of work. INSTRUCTIONS TO OFFERORS, EVALUATION FACTORS AND BASIS FOR AWARD: The Government intends to award one firm-fixed price commercial purchase order. This is a competitive best value source selection in which award will be made on the basis of price, technical capability and past performance in accordance with FAR 13.106-1 and 13.106-2. An offeror's submission shall represent the offeror's best efforts to respond to the solicitation. The Government intends to award without discussions with respective offerors. The Government; however, reserves the right to conduct discussions if deemed in its best interest. The Government reserves the right to award one or no contract at all, depending on the quality of the proposals submitted. Failure to propose on any item in the Schedule including any option year or not correctly totaling the Schedule may cause the offeror's proposal to be rejected as non-responsive. Responses shall be in writing, and submitted electronically to Eric_Brown@fws.gov not later than Friday, October 18, 2019 at 5:00 PM Mountain Standard Time.
