The U.S. Fish and Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Construction / A&E Operations located at 911 NE 11th Ave. Portland, OR 97232 intends to issue a Request for Proposal (RFP) to solicit for and procure a firm-fixed-price contract for Fence removal and replacement of existing fence, vegetation clearing along fence lines and UTV access improvements adjacent to fence lines at Hakalau Forest NWR near Hilo, HI (Hawaii County) Work includes 1) Remove 11,616 linear ft. of existing fence and replace with 13,240 linear ft. of new ungulate fencing (Figure 2) in areas that have been damaged during storm events and 2) Clear vegetation within a 4 ft. corridor along the South Middle Shipman unit totaling approximately 10,560 linear ft. (2 miles) and 4' at the widest. Vegetation clearing will improve fence corridor used for mission critical activities. The traffic along the corridor supports typically 2-3 lightweight vehicles (UTV/ATV) per month. The proposed period of performance is anticipated to start during the summer months of 2020 and be complete no later than September 30, 2021. Project magnitude is between $250,000.00 and $500,000.00. This procurement is being solicited as a Total Small Business Set-Aside. All responsible small business sources may submit a proposal which shall be considered by the agency. The NAICS code is 238990 with a size standard of $16.5 million or less annually when averaged over a three year period. The work to be performed will be as detailed in associated Statement of Work and Technical Specification provided when solicitation is issued. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the ¿Lowest-Priced, Technically-Acceptable¿ proposal. Evaluation of interested firms will be based on the following in the Solicitation: 1) Recent Relevant Experience 2) Recent Relevant Past Performance: and 3) Price The solicitation is anticipated to be issued on or around July 16, 2020, with a proposal due date approximately 30 days after. Award is anticipated to be made in August of 2020. The solicitation package will include the Solicitation Form (SF1442), a statement of work and technical specification, bid schedule and other attachments as required. Prior to proposal submission, contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov.
