Synopsis ¿ Notice of Intent to Issue a HUBZone Sole Source Award for the Development of a Restricted Burning Tongue Technique This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government¿s intent to award a firm-fixed-price (FFP) type of purchase order on a sole source basis to Elastec, Inc. (Elastec) under the Statutory Authority 15 U.S.C. 657(a) HUBZone Act of 1997 as implemented by FAR 6.302-5(b)(5). BSEE has a requirement for a contractor to develop a booming system, from a commercial fire boom, that can simultaneously collect, thicken, and burn crude oil on the water simultaneously. The requirement includes testing the system in various locations to develop on-water protocols and an optional task for a demonstration in Canada. Elastec was identified through market research as a qualifying HUBZone-certified small business capable of fulfilling the Government¿s requirements. It is anticipated that a purchase order award will occur on or before June 30, 2021. The anticipated period of performance for this FFP project is 12 months from the date of award, plus a six (6)-month option period. The applicable NAICS code is 336612 ¿ Boat Building. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible HUBZone-certified small business concerns, who believe they can meet the requirements, may submit a capability statement, which shall be considered by the agency if received by the Point of Contact (POC) listed below by May 4, 2021 (reference Solicitation No. 140E0121Q0037). A determination by the Government not to compete this action based on this notice is within the discretion of the Government.
