The purpose of this amendment is to provide answers to questions asked during the Q&A period, make corrections, and extend the solicitation due date to 02/18/2020 at 5:00 PM. All contractors must sign and submit the amendment and submit it with your proposal acknowledging acceptance of these changes. The Bureau of Safety and Environmental Enforcement (BSEE) is issuing this Request for Proposal (RFP) for the project entitled 'Development of a System to Recover Oil Under Solid Ice,' under the authority of FAR Part 15, Contracting by Negotiation. The BSEE Procurement Operations Branch is the contracting office for this procurement and the resultant contract administrator. The Government anticipated awarding a hybrid type contract with Firm Fixed Price CLINS, reimbursable travel, and time and materials CLINS. All vendors must be registered in the System for Award Management (sam.gov) before their proposal is submitted. Attached is the SF 33 with the addendum. Questions are due by January 10, 2020 at 12:00 PM ET. Proposals are due by February 13, 2020 by 5:00 PM ET.
