PLEASE READ THIS NOTICE CAREFULLY. The Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), intends to competitively award a contract for the Ohmsett Dispersant Test Protocol Development Update. This pre-solicitation notice is being issued in accordance with FAR Part 5.204. This procurement is being conducted in accordance with FAR Part 15. The BSEE Procurement Operations Branch is the contracting office for this procurement and the resultant contract administrator. The Government anticipates awarding a firm fixed contract. The applicable NAICS Code is 541990, All Other Professional, Scientific and Technical Services. The period of performance of the resultant contract is anticipated to be 12 months from the date of award. All vendors must be registered in the System for Award Management (SAM.gov) before their proposal is submitted. BACKGROUND: The Bureau of Safety and Environmental Enforcement (BSEE), an agency of the U.S. Department of the Interior, is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of, offshore facilities engaged in oil and gas exploration, development and production operations on the Outer Continental Shelf (OCS). BSEE¿s Oil Spill Preparedness Division (OSPD) Response Research Branch (RRB) oversees the Oil Spill Response Research (OSRR) Program which strives to improve oil spill response by conducting research to address knowledge gaps and advance technologies used for oil spill response. Previously, OSRR Project #427, titled ¿Ohmsett Dispersant Test Protocol Development,¿ developed the first dispersant effectiveness tank testing at Ohmsett in 2001 (Link to Project: https://www.bsee.gov/research-record/osrr-427-dispersant-effectiveness-test-protocol-development-ohmsett) The Ohmsett tank provides the closest to real world environment to test dispersants on a large scale. Since that time, dispersant effectiveness tests have been conducted at Ohmsett and much of the original equipment and methods originally developed in 2001 have been improved upon. Since 2001 additional studies have been done to understand the wave characteristics within the tank and the effects of mixing energy as well as the effect ambient chemical levels have on dispersant effectiveness. Boufadel, PhD, PE, Xiaolong Geng, PhD, and Roozbeh Golshan, PhD (2016) o https://www.bsee.gov/research-record/osrr-1045-solidifying-scientific-capabilities-ohmsett-wave-hydrodynamics ¿ BSEE Oil Spill Response Project # 1044 "A Report to BSEE: The Effect of Ohmsett Water Composition on the Outcome of Dispersant Effectiveness Testing" by Michel Boufadel and Zhong Pan (2016) o https://www.bsee.gov/research-record/osrr-1044-solidifying-scientific-capabilities-ohmsett-effect-ambient-chemical-levels The purpose of this requirement is to develop an updated dispersant effectiveness tank testing protocol for the Ohmsett tank and recommended parameters for dispersant effectiveness testing at other large scale tanks. The outcome will provide a defined procedure and protocol to conduct dispersant effectiveness testing a repeatable and consistent manner. BSEE will uses this protocol in future dispersant effectiveness testing and submit this protocol to the ASTM committee for consideration as an ASTM standard. CONTRACT OBJECTIVES: The overall project objective is to update the dispersant effectiveness tank testing protocol that can be used by Ohmsett customers to conduct dispersant effectiveness experiments and training at a large-tank scale. The Ohmsett tank is currently the closest to a real world environment to test dispersants. The original protocol was developed in 2001 and over the past 18 years, tank components have been replaced and testing procedures have been modified at Ohmsett that may be affecting the original protocol. Additionally, engineering studies have been conducted on the tank to better characterize its performance and limitations. The data from these studies were not available when the original testing protocol was designed. The combination of these various factors support the need to update the old dispersant testing protocol. Over the past 18 years, dispersant effectiveness tests have occurred at Ohmsett that used the protocol as a basis to ensure consistency and robustness in the testing. The outcome will provide a defined procedure and protocol to conduct dispersant effectiveness testing a repeatable and consistent manner. BSEE will uses this protocol in future dispersant effectiveness testing and submit this protocol to the ASTM committee for consideration as an ASTM standard. The objectives of this study are: 1. Conduct literature review pertaining to dispersant effectiveness tank testing protocols and engineering studies related to the Ohmsett tank to understand the wave mixing energy and effects the ambient chemical levels potentially have on dispersant effectiveness testing. 2. Conduct an assessment and testing at the Ohmsett Facility to experiment and validate the proposed updated dispersant effectiveness tank testing protocol. (Any testing at Ohmsett as part of this project will need to be approved and funded through a Task Order to Ohmsett. Any testing at the Ohmsett tank must take place before March 31, 2020 due to planned tank renovations for the summer of 2020.) 3. Develop recommended protocol to conduct dispersant effectiveness testing at the Ohmsett tank that may be used as a draft ASTM standard for submission as a Dispersant Effectiveness Testing at Ohmsett. 4. Develop recommendations or recommended defined parameters in order to test dispersant effectiveness at other large scale tanks other than Ohmsett that may be used as a draft ASTM standard for submission as a Dispersant Effectiveness Testing at large tank scale.
