Eastern Time, 28 May 2019 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), has a requirement for a study titled “Algorithm Development for (Near) Real Time Data Processing�. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. This is not a small business set-aside. The solicitation number is 140E0119R0010 and the solicitation will be issued as a Request for Proposal (RFP). The Government anticipates awarding a Firm-Fixed-Price type contract as a result of this solicitation. The period of performance is anticipated to be twelve (12) months from the date of award. The North American Industrial Classification Systems (NAICS) code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except biotechnology) with a small business size standard of 1,000 employees. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. The purpose of this project is to develop/advance algorithm for (Near) Real-Time Data Processing and Mapping for COTS (Commercially Available Off the Shelf) Remote Sensors to detect oil and measure slick thickness. BSEE is seeking development of algorithm and/or imagery processing technology using remote sensing tools to provide the capability to obtain data on the location, thickness and extent of an offshore oil spill near-real time. Any data obtained and the resulting algorithms should be a deliverable of the project and will be made publically available by BSEE. (Near) real-time data processing is critical to decision making. Although various remote sensors to detect oil slicks have been developed and advanced, processing/analyzing data and imagery still takes time (at least several hours to days). Also data processing should be completed by trained professionals due to its complexity. It is essential to develop and disseminate (Near) real-time data processing technology to the Oil Spill Response Community without limitation.
