Contractor services include provision of an airplane, personnel, and all other associated equipment as prescribed in this solicitation. Missions may include, but are not limited to, passenger and cargo transport, fire detection, aerial reconnaissance and other administrative and related resource activities. The Government will direct aircraft to support its missions and objectives. Primary place of performance is Fort Wainwright, Alaska.

PRESOLICITATION NOTICE SOLICITATION 140D8120R0002 The Department of the Interior, Interior Business Center (IBC), Acquisitions Service Directorate (AQD) in support of the Bureau of Land Management (BLM), intends to solicit for exclusive use of fixed-wing aircraft services at Ft. Wainwright (Fairbanks), Alaska as follows: DESCRIPTION This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Department of the Interior, Bureau of Land Management, has a requirement for one (1) contractor operated and maintained airplane for exclusive use utility flight services in support of fire and natural resource management activities and other government work, to include, but not limited to, aerial observation and passenger and cargo transport. The aircraft shall be a single engine or multi-engine, turbine powered fixed wing aircraft. Additionally, aircraft must have IFR/VFR capabilities, capacity to seat a minimum of five (5) passengers with removable seats, have a payload of at least 1,000 lbs with 375 nautical-mile range and endurance of four (4) hours, and have an airspeed of 160 KTAS at 10 degrees Celsius at 5,000 feet, which are all minimum aircraft standards stated in the solicitation. Environmental conditions during the exclusive use period will vary with snow packed, gravel and other prepared and unprepared runways. There will be one (1) solicitation. The Government anticipates awarding one (1) Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed unit price contract. The contract will have an estimated five-year ordering period from April 1, 2021 through March 31, 2026. Once evaluations are complete, the exclusive use period for each year is estimated to occur on or around April 19th for 120 calendar days. The anticipated issue date of the solicitation is September 4, 2020 with a projected closing date of October 6, 2020. Suburban Air Express, Inc is currently providing services under contract D17PC00290. The existing contract is valued at $3M. The Contractor shall possess a Federal Aviation Administration (FAA) Air Carrier Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., airplane, multiengine, visual flight rules (VFR) day and night, instrument flight rules (IFR), passengers, and cargo). Specific certifications will be outlined in Section B of the solicitation. The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. Installation of any equipment required by this contract must be FAA approved. This acquisition will be accomplished in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting By Negotiation. This Request for Proposal will be solicited as a total small business set-aside, using NAICS 481211, which has a small business size standard of 1,500 employees or less. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM) at time of proposal.
