Exclusive Use Type III Helicopter Services for Crow Agency, MT Pre-Solicitation Notice: 140D8022R0002 The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior¿s (DOI) Bureau of Indian Affairs (BIA), has a requirement for fully Contractor operated and maintained exclusive use helicopter flight services to transport personnel and/or cargo in support of Government natural resource missions. Contractor services include provision of a helicopter, personnel, fuel servicing vehicle, fuel, and all other associated equipment, as will be prescribed in the solicitation. Missions will include, but are not limited to, fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, law enforcement limited to non-threatening surveillance and reconnaissance, and other administrative and related resource activities. The Government will direct aircraft to support its missions and objectives. During the exclusive use period and any subsequent extension, aircraft furnished shall be subject to the exclusive use and control of the Government 24 hours per day, 7 days per week. The Government has interagency and cooperative agreements with other Federal and State agencies and private landholders and may dispatch aircraft under this contract for such cooperative use. The contractor must possess Federal Aviation Administration (FAA) Part 133, 135, and 137 certificates and all aircraft proposed must meet the following minimum specifications: Crow Agency: Designated Bases: Crow Agency, MT Contract: Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year ordering period, from June 1, 2022 through May 31, 2027 Exclusive Use Periods: June 15 through September 22 (100 Calendar days) Aircraft Required: One light helicopter equipped as specified in Section B Fuel Service Vehicle (FSV): One FSV meeting the requirements identified in Section B Crew Compliment Required at each Designated Base: Pilot-in-Command (PIC), Fuel Servicing Vehicle Driver(s), Relief PIC, Relief Fuel Servicing Vehicle Driver(s) Minimum Helicopter Requirements: Seating: Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Payload: Non-jettisonable payload (HOGE) of 1,000 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25-pound survival kit and fuel for 1.5 hours. Powerplant: Turbine engine Certification: 14 CFR 27 Airspeed: 130 knots VNE at 25 degrees C at 7,000 feet The contract period of performance is a five-year ordering period from June 01, 2022 through May 31, 2027 with the possibility of up to a six-month extension. The exclusive use period is 100 days from June 15 through September 22, subject to change as permitted in the solicitation. A Request for Information (RFI) / Sources Sought Notice was posted on beta.sam.gov February 09, 2022, in order to determine the number and types of Indian Economic Enterprises (IEEs) and small businesses, including Indian Small Business Economic Enterprise (ISBEE), Small Disadvantaged (SDB), Section 8(a), Woman-Owned (WOSB), Economically Disadvantaged Woman Owned (EDWOSB), Historically Underutilized Business Zone (HUBZone), Veteran Owned, and Service-Disabled Veteran Owned (SDVOSB) capable of meeting the Government¿s requirement. The RFI closed on February 15, 2022. The services required of this Request for Proposals (RFP) are being acquired under the authority of Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. This solicitation is set-aside 100 percent for participation by small business concerns under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees or less. The PSC Code will be V221 (Transportation, Travel, and Relocation). The Government will award contract(s) in accordance with the best-value determination as stated in the solicitation. AQD intends to issue the solicitation on or after March 10, 2022. Offers are anticipated to be due on April 10, 2022 with an award being issued in April 2022. AQD will consider all responsible sources that submit a timely offer that conforms to the solicitation. Any contractor interested in doing business with the Federal Government must be registered in System for Award Management (SAM) in order to be awarded a contract.
