The Government anticipates a competitive SDVOSB set-aside, single firm-fixed-price construction contract using negotiated procedures and a lowest-price technically acceptable approach. The contractor will provide design and construction services, labor, supervision, materials, equipment, transportation, and incidentals to repair and modernize the DMMU range at Fort Hood in support of combat training and evolving unit training requirements. Scope includes rapid design planning; replacement and repair of the DMMU MAT 8 mover wall; range facility repairs, upgrades, and modernization; procurement through installation, testing, and completion; compliance with applicable drawings, specifications, codes, safety, quality-control, and site-access requirements; and up to 20 separately priced optional work items subject to funding and Government need. The final solicitation will define the complete scope, contract line-item structure, technical requirements, drawings, specifications, proposal instructions, and evaluation criteria.
