The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) is issuing this combined synopsis/solicitation on behalf of the Department of Health and Human Services (HHS), Indian Health Service (IHS), Health Information Technology (IT) Modernization Program. The purpose of Request for Proposals (RFP) No. 140D0424R0069 is to solicit for the Four Directions Warehouse (4DW) Services. AQD will conduct this acquisition using Federal Acquisition Regulation (FAR) 15.3 procedures in conjunction with the policies fund under FAR 12, Acquisition of Commercial Items. This notice and the documents contained herein were prepared in accordance with FAR 12.6 and supplemented with additional information. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 effective April 26, 2022. Per the instructions included in the attached RFP, the due date for questions was June 13, 2024 at 12:00pm ET. The due date for proposals has been extended to Wednesday, July 17, 2024 at 12:00pm ET. Please submit all your responses by email to the Contracting Officer, Rachael Zack, at Rachael_Zack@ibc.doi.gov. This notice does not obligate the Government to make an award and the Government may cancel this solicitation at any time, if determined to be in its best interest. The purpose of Amendment 1 is to issue the Government's responses to questions that were submitted from the original solicitation. As a reminder, responses are provided as information only. In the event of any conflict between the information contained in the responses and the solicitation, the terms and conditions in the solicitation will prevail. DRAFT RFP Indian Small Business Economic Enterprises (ISBEEs) set-aside for Indian Health Service (IHS) Health Information Technology (IT) Modernization Program for the Development of the Four Directions Warehouse (4DW). This is a new requirement; however, on July 12, 2022, AQD awarded a T&M task order 140D0422F0528 using GSA MAS for IT, SIN 54151HEAL ¿ IT Professional Services. The task order had a total award value of $89,464,878.96 with a PoP date of July 7, 2022 to July 6, 2027. The task order was awarded using full and open competition to General Dynamics Information Technology (GDIT). The 4DW prototype was worked under this task order as part of the Extract, Transform, and Load Historical Resource and Patient Management System (RPMS) Data task contained in the PWS. The dates in the draft RFP are the anticipated dates for the final RFP, not dates for the draft RFP. It is anticipated the final RFP will be released in June.
