Pursuant to FAR 5.207, Preparation and Transmittal of Synopses, the Department of Interior, Internal Business Center, Acquisition Services Directorate, on behalf of the Office of the Chief Information Officer, is posting a synopsis for the software licensing, annual support, maintenance, and updated software versioning services of Vanguard Compliance Manager (VCM) mainframe software. In accordance with FAR 5.207(c)(16)(ii), this notice is not a request for competitive proposals. However, vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required Vanguard Compliance Manager (VCM) mainframe software licensing, annual support, maintenance, and updated software versioning services may submit substantiating written documentation to the points of contact for the Department of the Interior, Dean Gillis and Petite Jacque, within fifteen (15) calendar days of this notice (on or before 23 January 2024). Information received will be considered solely for the purpose of determining whether and how to proceed with the planned sole source acquisition for this requirement. A determination by the Department not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Department.
