This is a Request for Information (RFI) regarding a requirement to provide a modern automated solution to ensure governance, risk, and compliance (GRC) requirements of the organization can be successfully accomplished. The Department is seeking information from industry regarding how to best meet the requirements as defined in this RFI through either a single solution or satisfied through multiple solutions. Within the Department, three offices (the Department's Office of Financial Management (PFM), the Office of Chief Information Officer (OCIO), and the Office of Planning and Performance Management (PPP)) have a need for independent but potentially similar functionality in a tool that will ensure their missions are supported. Each of these offices has a separate and distinct mission from the others. The solution(s) may be accomplished by using one automated solution with the capability to keep each office functioning separately and independently of the others in silos, separate systems for each office, or another innovative solution provided by industry. The Department is seeking interest to determine whether a commercially available off-the-shelf (COTS) solution is available to satisfy all the requirements or part of the requirements and/or if a solution will need to be designed. Each office contemplated to use the automated solution(s) for GRC requirements has a separate and distinct mission from the others. Although the missions are different, the requirements for functionality within the automated system(s) for each office may be similar. For this reason, the Department is exploring the possibility of acquiring a single system or solution that can house each office in a silo, separate from other offices, within one overarching system or solution. The resulting solution may be a COTS item or a developed tool that meets all functionality requirements, including maintaining separation between each office. If such a system does not currently exist, the Department is interested in gathering information on the possibility of developing a single system with separate and distinct functions for each office or other industry proposed solutions. If a single system is not possible, then another innovative solution to identify which requirements can be satisfied by different solutions can be provided by industry. The mission of each office is described below. PFM is the focal point for the Departments’ financial matters by providing direction, planning, and oversight for financial policy and procedures, financial reporting, the management control program, accounting policy and systems, and audit follow-up. The office is committed to strengthening financial management within the Department through a coordinated program involving the modernization and integration of financial systems, improving financial reporting and accountability, enhancing efficient and effective management controls, and preparing financial statements for audit. The PPP’s goals are to support data-driven decisions through evidence-building efforts, shifting away from compliance activities and toward actions that will support the availability of high-quality data and transparency to ensure programs and projects deliver critical services to the American public efficiently and effectively. PPP accomplishes its mission through a variety of activities, including integrated strategic planning, performance management and reporting, evidence and evaluation, enterprise risk management and program and project management. OCIO Portfolio Management program is designed to consolidate and eliminate duplicative spending on Commodity IT, identify opportunities for modernization and shared services, and drive mission and customer-focused IT solutions. The supporting processes ensure that the Department can continuously select a balanced portfolio of IT investments, control the performance of development/modernization activities, and then regularly evaluate whether outcomes are realized. The subject requirement is being issued by the Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate (AQD), as the contracting authority on behalf of the Department. The Government anticipates making an award with a performance period not to exceed a total of five (5) years.
