This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This action is being processed in accordance with FAR Part 12, Part 15, Part 16 and Part 19.8. The solicitation number is 140D04-22-R-0077. This combined synopsis/solicitation is issued as a Request for Proposals (RFP). The Acquisition Services Directorate (AQD) of the Department of the Interior (DOI), on behalf of Air Force Civil Engineer Center (AFCEC) is issuing this combined synopsis/solicitation for the purpose of entering into a single award Indefinite Delivery , Indefinite Quantity (IDIQ) contract, after receipt and evaluation of proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2022-07. The applicable North American Industry Classification Standard (NAICS) code is 541620 Environmental Consulting Services. The small business size standard is $16.5 M. This acquisition is a 100% set-aside for 8(a) companies. This requirement is for non-personal services for environmental compliance, conservation, and pollution prevention at bases under the geographic responsibility of AFCEC in the State of Florida. Any questions shall be submitted via the email provided below by October 14, 2022 by 5:00 PM EST. Any questions submitted after the quote due date shall not be considered. See CLINS and Pricing attachment for the services to be acquired. Reference the attached terms and conditions for all applicable provisions to include 52.212-1, 52.212-2, 52.212-4 and 52.212-5. Proposals must include a completed copy of the provision at FAR 52.212-3, Quoters Representations and Certifications - Commercial Products and Commercial Services, with their proposals. Interested Offerors shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
