This is a non-personnel services contract to provide a feasibility study for blending hydrogen with propane and, if feasible, a proof-of-concept demonstration. The Government will not exercise any supervision or control over the contract service providers performing the services herein. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform laboratory testing to prove if hydrogen can be blended with propane safely and effectively. The Government intends to award a Firm Fixed Price contract.
