This is a Request for Information (RFI) / Sources Sought to provide Personal Financial Counseling (PFC) services. Results of this RFI will assist the government in determining its acquisition strategy, whether a Request for Proposal (RFP) will posted to SAM.gov under FAR Part 15 Contract by Negotiation, or a Request for Quote (RFQ) will be posted to GSA eBuy under FAR Subpart 8.4 Federal Supply Schedules. The NAICS code being contemplated is 541611 Financial Management Consulting Services. The subject requirement is being issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) as the contracting authority, on behalf of the Department of Defense (DoD). The Government anticipates making a single award, with no set-asides, with a five-year period of performance including a Base Year and four Option years, from approximately 8/15/2023 through 8/14/2028. It is anticipated that the period of performance may be modified to accommodate a 90-day transition-in period. The requirement is a recompete of current contract 140D0418F0185, with a five-year period of performance including a Base Year and four Option Years from 8/15/2018 through 8/14/2023. The incumbent is Zeiders Enterprises, Inc., 2750 Kilarney Drive, Ste. 100, Woodbridge VA, 22192-4124. The incumbent contract was awarded as a competitive Request for Quote under FAR Subpart 8.405, Ordering procedures for Federal Supply Schedules. Five documents are attached to the RFI: the RFI document which we recommend be read first; a DRAFT Performance Work Statement (PWS), a DRAFT Footprint spreadsheet, Suitability for Fitness Background Investigation Process SOP, and PFC Program Adverse Incident Report for Government Compliance Review. Interested parties are advised to first read the RFI document, and then the PWS along with the Footprint, Suitability, and Adverse Incident documents.
