This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This action is being processed in accordance with FAR Part 12, and FAR Part 13. The solicitation number is 140D04-22-Q-0550. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ). The Acquisition Services Directorate (AQD) of the Department of the Interior (DOI), on behalf of the Office of Indian Health Services (IHS), is issuing this combined synopsis/solicitation for the purpose of entering into a purchase order after receipt and evaluation of quotes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2022-06. The applicable North American Industry Classification Standard (NAICS) code is 541910 - Marketing Research and Public Opinion Polling. The small business size standard is $20 M. This acquisition is a 100% set-aside for Indian Small Business Economic Enterprise (ISBEE) and Indian Economic Enterprise (IEE) businesses. This requirement is for non-personal demographic data and analysis support services as described in the attached Statement of Work (SOW). Any questions shall be submitted via the email provided below by August 15, 2022 by 5:00 PM EST. Any questions submitted after the quote due date shall not be considered. See CLINS and Pricing attachment for the services to be acquired. Reference section 4 within the solicitation for all applicable provisions to include 52.212-1, 52.212-2, 52.212-4 and 52.212-5. Quoters must include a completed copy of the provision at FAR 52.212-3, Quoters Representations and Certifications - Commercial Products and Commercial Services, with their quotes. The Quoters shall complete only paragraphs (b) of this provision if the Quoter has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.sam.gov. If the Quoter has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. The provision is included in this solicitation. Quotes in response to this solicitation are due no later than August 22, 2022 by 5:00 PM EST.
