This is a Sources Sought/Request for Information being issued on behalf of the Department of Health and Human Services, Administration for Children and Families, Office of Head Start (OHS), Real Property Federal Interest. Additional NAICS Codes that could be applicable for this requirement are as follows: 541199-Other legal services, 525990 - Other financial vehicles, CMOs (collateralized mortgage obligations), 531390 - Other activities related to real estate Fiduciaries', real estate, offices, 522292 - Real estate credit, Loan correspondents (i.e., lending funds with real estate as collateral), Construction lending, 541191 - Title abstract and settlement offices, Title companies, Title search companies, real estate. ----- The purpose of the Real Property Facilities Interest (RPFI) requirement is to improve the capacity and coordination of facility project work and management of property records for Administration for Children and Families (ACF) funded facility projects; and improve on the capacity and expertise in this subject matter in the OHS Regional Offices (ROs) and OHS Central Office with tasks associated with funding and management of properties used for the delivery of program services and subject to purchase, construction or major renovation with funds provided by the Office of Head Start (OHS). OHS is seeking one (1) organization to serve as the RPFI Contractor and provide subject matter expertise in each of the twelve (12) ROs and Central Office (CO). Subject Matter Experts (SME) shall have expertise on the requirements under 45 CFR Part 1303- Subpart E and fiscal regulations at 45 CFR Part 75; as well as expertise to address facility challenges such as collateralization, mortgages, subordination of federal interest and disposition of facilities funded with federal dollars will provide the additional high-level resources and expertise within the OHS ROs. The Contractor shall provide for the development of current training materials and resources on the subject matter beneficial to building the capacity of OHS RO Program Specialists, Office of Grants Management staff, and Fiscal and Grant Specialists.
