The purpose of Amendment 0008 is to make the following changes to the solicitation: 1. Under Section A2, the Item Requirements are updated to stipulate maximum aircraft weight requirements for the continuous United states. 2. Under Section C, in-by-reference clause DFARS 252.245-7002 is changed to "252.245-7002 Reporting Loss of Government Property (DEVIATION 2020-O0004)" 3. Under Section D4.1 VOLUME I: TECHNICAL CAPABILITY, in order to incorporate a requirement for a Concept of Operations Plan, the following changes are made: a. Tab (F) Concept of Operations Plan, is hereby incorporated into the solicitation. This results in several changes to Section D4.1. 4. Under Section D6.3 FACTOR 1 TECHNICAL CAPABILITY, the following changes are made: a. Under D6.3.2 Aircraft Capability, several changes are made to clarify the Evaluation process. b. Section D6.3.6 Concept of Operations Plan is hereby added. 5. All changes are highlighted in yellow, underlined and in red font in the attached update to the solicitation. 6. Questions are due no later than 2/28/2020 at 1400 ET. Final Proposal Revisions are due no later than 3/6/2020 1400 ET. 7. All Other terms and conditions of solicitation 140D0419R0026 remain unchanged and in full effect.
