Amendment No. 1 to Request for Quote - Irrigation Canal Headgates for Bureau of Indian Affairs - Flathead Irrigation Project The purpose of Amendment No. 1 to 140A1221Q0011 is to 1. Clarify the product service code (PSC) for this requirement is 4820, valves, non powered, for all line items in this solicitation (irrigation canal headgates). The original solicitation included an erroneous PSC and erroneous descriptive text and title. The below text and RFQ instructions supercede previously posted information. 2. Extend the due date for submission of quotes. The new due date for quotes is April 1, 2021 at noon PDT. 3. Clarify that any vendors who previously submitted a quote in response to solicitation 140A1221Q0011 will be required to resubmit their quote using the below information and instructions to be considered for award. All other terms and conditions remain unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The anticipated award date is on or around April 5, 2021. No Defense Priorities and Allocations System (DPAS) assigned rating applies to this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 dated 2-16-2021. Set Aside: This requirement is set aside 100% for Indian Small Business Economic Enterprises (ISBEEs). NAICS 332919, Other Metal Valve and Pipe Manufacturing, and small business size standard 750 employees applies. Description of requirements for the items to be acquired: XCAD /XGate Canal Headgates, for irrigation canal applications. NOTE: A brand name justification for XCAD/XGate applies to all line items on this order in order to be compatible with existing equipment owned by the government. The brand name justification is as follows: Only XCAD XGate brand canal gates will be considered for award. The use of a brand name provides consistency in installation and operation. If the canal headgates are not fabricated correctly or uniformly there tends to be problems with operating them and installing them to the irrigation turnouts. The problems almost always lead to leakage of water past the headgate. The purpose of the headgate is to be able to allow water flow or shut the water flow off. If the mechanical parts are out of alignment or the headgate cannot be sealed to the turnout, the turnout cannot be used. In addition, the use of a brand name allows Irrigation System Operators (ISOs) and all employees a familiarity in operation across the entire irrigation project. This is particularly useful when ISOs (or other employees) are required or directed to work outside their familiar water delivery area.
